The Delhi Electricity Regulatory Commission (DERC) on July 01, 2026, issued the Delhi Electricity Supply Code and Performance Standards (Removal of Difficulty) Fourth Order, 2026, further to amend the Delhi Electricity Regulatory Commission (Supply Code and Performance Standards) Regulations, 2017.
This Order shall come into force on July 01, 2026.
The following has been stated:
• The Fourth Order, 2026, has been issued to facilitate the implementation of the PM E-DRIVE Scheme by prescribing a special framework for electricity connections at EV charging sites identified by the State Nodal Agency.
• The Order requires Distribution Licensees to raise demand notes for low-tension (LT) connections up to 200 kW in favour of the Charge Point Operator (CPO) or the State Nodal Agency and clarifies that upstream infrastructure costs—including transformers, HT/LT cables, distribution boxes, protection equipment, mounting structures, fencing, and related civil works—shall be included in the demand note based on the Commission-approved Cost Data Book.
• It further provides that these costs shall not be recovered from Delhi electricity consumers or included in the Distribution Licensee’s Annual Revenue Requirement (ARR), mandates separate accounting and quarterly reporting by the State Nodal Agency, empowers the Commission to issue necessary directions for implementation, and specifies that the Order will remain in force for the duration of the PM E-DRIVE Scheme or any successor scheme unless modified or withdrawn.
